South East Cornerstone Public School Division is looking for a Manager of Finance & Payroll for its Weyburn, SK division office location.  Reporting to the CFO, the Manager of Finance & Payroll is responsible to plan, organize, direct, control and evaluate the operation of financial, payroll, and accounting departments.  The manager also develops and implements the financial policies and systems of the school division.

This position works 7.5 hours per day/37.5 hours per week

Required Education, Knowledge, Qualifications and Experience:

  • A professional accounting designation (CPA).
  • Minimum seven (7) years direct experience as an accounting professional, with at least five (5) years progressive experience at Senior Level.
  • Strong knowledge of current accounting standards and practices.
  • Proven track record of success in staff management with at least three (3) years of direct supervisory experience.
  • Experience with all relevant legislation and regulations governing payroll and accounting in a public sector or educational institution.
  • Knowledge of automated accounting and payroll software applications and systems.
  • Knowledge of the Education industry including any related accounting and reporting requirements is an asset.

Duties and Responsibilities:

Without restricting the generality of this job description, the Manager of Finance & Payroll shall perform such duties and responsibilities as may be assigned including but not restricted to, the following:

  • Contributes to the development of the organization's vision, goals, and strategies with a focus on financial resources.
  • Provides leadership and support in the area of finance & payroll.
  • Monitors and reports on the financial position of the School Division and reports on a regular and timely basis or as directed by the Superintendent of Division Services/CFO.
  • Supervise hiring of staff, determine workload, delegate assignments, monitor and evaluate employee performance and subsequently initiate any corrective or disciplinary action in the Finance & Payroll departments.
  • Evaluate financial reporting systems, accounting & payroll procedures and investment activities and make recommendations for changes to procedures, operating systems, budgets, and other financial control functions to senior managers and other department or regional managers.
  • Preparation of all audited financial file information related to the annual audit including the preparation of the audited financial statement.
  • Preparation of all financial information requested by the Ministry including the summary financial statements and public accounts.
  • Compilation of the annual budget.
  • Provide ongoing reporting, analysis and support to division budget managers regarding program and project budgets.
  • Provides support to the school division through protection of assets.
  • Manage any software and operational systems within the finance and accounting area.
  • Recommend new administrative procedures and processes to result in improvements and organizational efficiencies.
  • Ensure that all relevant policies, procedures, practices, processes, and systems meet and comply with applicable legislation.
  • Assess requests for payroll information in light of freedom of information legislation and contractual or other requirements.
  • Researches, analyzes, and reports on potential financial issues affecting the organization.
  • Reviews existing and forthcoming legislation and ministry requirements to determine impact on the financial operations as well as make recommendations to ensure compliance.
  • In conjunction with the Superintendent and Manager of HR, assists in the collective bargaining process with applicable unions (CUPE, SEIU-West, LINC).
  • Perform internal audits of school generated funds (SGF).
  • Responsible for coding of all revenue.
  • Responsible for First Nations tuition invoicing.
  • Prepare and file all required reports such as GST & PST rebates, charity returns to Revenue Canada and the quarterly Stats Canada survey.
  • Reviews and approves electronic files transferred (EFT) to the bank.
  • Provides employment confirmation letters as requested.
  • Facilitate workgroups, teams, and meetings within a positive environment.
  • Conduct oneself in a manner appropriate to an educational institution that provides services to children.
  • Be willing to engage in lifelong learning with respect to professional development, training, in-services and courses of study.
  • Perform other duties as may be required or assigned by the Superintendent of Division Services/CFO.
  • Be knowledgeable about and supportive of Administrative Procedures and directives.

Salary and Benefits:

Salary and benefits are in accordance with SECPSD's  out-of-scope salary grids. The starting wage for this position is $132,006/annually along with a full benefit package and an employer defined pension plan.
