The South East Cornerstone Public School Division is looking for a permanent full-time Manager of Facilities and Transportation.  Based out of our Weyburn division office location and reporting to the Deputy Director of Education, the Manager of Facilities and Transportation plans, organizes, directs, coordinates, controls and evaluates the operations of the school division's facilities and student transportation.

37.5 hours per week / 7.5 hours per day

Required Education, Knowledge, Qualifications and Experience:

  • A minimum of five (5) years of experience in facility and/or transportation operations.
  • A minimum of five (5) years of direct supervisory experience.
  • Bachelor's degree in business administration, facilities management or equivalent with extensive experience in human resource management (a combination of education and experience may also be accepted).
  • Working knowledge of legislation & applicable codes that apply to educational facilities.
  • Knowledge of policies, practices and procedures governing construction, renovations and maintenance of facilities.
  • Experience with relevant legislation applicable to the transportation and fleet maintenance department (e.g., Highway Traffic Act).
  • Level 1 & 11 Occupational Health & Safety training.
  • Knowledge of preventative maintenance scheduling techniques.
  • Knowledge of fire/safety system requirements as they apply to public buildings.
  • Knowledge of the Workplace Hazardous Materials Information System (WHMIS).
  • Valid Class 5 Driver's License.
  • Proficiency in the operation of computers, word processing applications and additional software comparable to those currently used in the school division.
  • Knowledge of the Education industry is an asset.

  Supervision of Staff:

Provide direct supervision to Department Supervisors (3) and Administrative Assistants (3).

Duties and Responsibilities:

Without restricting the generality of the general description above, the Manager of Facilities & Transportation shall perform such duties and responsibilities as may be assigned including but not restricted to the following:

Facilities

  • Plan, organize, direct, control and evaluate the operations of the school division's facilities and the associated real estate, including disposal of property.
  • Plan, organize and direct administrative services such as cleaning, maintenance, parking, safety inspections, security and snow removal.
  • Plan, organize, direct, control and evaluate construction projects.
  • Monitors and implements applicable Provincial and Federal legislation, insurance regulations, Occupational Health & Safety standards, CSA playground equipment standards, fire safety and other appropriate industry standards pertaining to the safety and security of the school division's facilities and grounds.
  • Ensures that all statutes and regulations are adhered to in regard to facilities and grounds maintenance, inspections and standards.
  • Oversees capital project work to ensure compliance with project specifications and safety of students, staff and visitors throughout the construction process; monitors, approves and provides reports on project progress and costs; maintains a record of capital project costs for annual appraisal purposes.

Transportation

  • Receives and responds to bus accident reports, including insurance company inquiries and requirements.
  • Liaises with parents, school division personnel and transportation providers regarding transportation related requests, inquiries and complaints.
  • Plans, coordinates and oversees the routing, scheduling, and daily transportation services for all students, including transportation to and from school and planned extra-curricular activities.
  • Develops and maintains a bus driver manual that outlines bus driver duties, relevant Board policies and other relevant information and forms.
  • Manages conveyance allowances paid to parents for transportation of their children.
  • Develops and recommends long-range plans and standards for student transportation and other transportation services, including personnel, bus and other vehicle equipment replacement, contracted bus services and other transportation programs.
  • Oversees the maintenance of appropriate transportation related records, bus routes and manifests, bus and fleet vehicle maintenance logs, vehicle inspection reports and accident reports.
  • Formulates specifications for school buses and fleet vehicles for procurement purposes.
  • Set safety related operations, procedures and standards to ensure compliance with transport regulations and ensure the safety of children and school bus operations.

General

  • Monitor department's performance, prepare reports for senior management and the Board, and plan for changes to schedules and policies.
  • Plan and manage the school division's 10 million dollar departmental budget, including acquisitions.
  • Plans and implements in-service and training programs for department staff as required.
  • Prepare or oversee the preparation of reports and statistics related to areas of responsibility.
  • Recruits, trains, and manages staff, in coordination with the human resources department.
  • Administer contracts for the provision of supplies and services.
  • Oversees the disposal of surplus assets, including appraisal of the asset where appropriate.
  • Manages oil and gas lease of mineral rights for the South East Cornerstone Public School Division.
  • Be knowledgeable and supportive of applicable Administrative Procedures.
  • Conduct oneself in a manner appropriate to an educational institution that provides services to children.
  • Be willing to engage in lifelong learning with respect to training, in-service and courses.

Salary and Benefits:

Salary and benefits are in accordance with the current SECPSD OOS salary grids.  The wage range for this position is currently $129,927 - $159,562 annually dependent on experience along with a full benefit package and an employer defined pension plan.
